Households receiving Special CPF Housing Grant triple

Households receiving the Special CPF Housing Grant more than tripled in the last financial year, according to the Housing Board's latest annual report.
Does it mean that more Singaporeans cannot afford HDB?

10,213 households received the Special CPF Housing Grant, up from 3,380 in the previous financial year.
Why is it that as high as 60% of the price of HDB is allocated to land cost when many Singaporeans already can’t afford HDB?

According to the HDB report, demand for flats for the financial years of 2011/2012 to 2014/2015 stood at 114,207 units, up from 64,767 units in the previous five years.
Is there any other country in this world that allows non-citizens to purchase public housing?
