The second tranche of our court case is open to public from 24 to 26 Feb 2016 from 9am to 6pm.

The 4 Deputy Public Prosecutors involved are:
1. Senior Director/Senior State Counsel/DPP Francis NG Yong Kiat
2. Deputy Senior State Counsel/DPP John LU Zhuoren
3. State Counsel/DPP Amanda CHONG Wei-Zhen
4. State Counsel/DPP Jane LIM Ern Hui



The following was what happened in court and all grammar mistakes and sounds made are as it is:



4 Deputy Public Prosecutors: ASP Chionh, can I confirm that your name is Chionh Chun Meng Eric and can you state your current role?
Chionh Chun Meng Eric: My current role is the chief investigation officer currently with central division.

4 Deputy Public Prosecutors: Who was with you during this?
Chionh Chun Meng Eric: I have a group of officer with me together with the director of nparks and his reps.

4 Deputy Public Prosecutors: What was the purpose of the engagement?
Chionh Chun Meng Eric: The purpose of my engagement is on two issues, first one is to inform Han Hui Hui prior to her social media blog and secondly as event organizer, she shall ensure the participants maintain peace at all time.

4 Deputy Public Prosecutors: Did the group leave the mound area?
Chionh Chun Meng Eric: When I was there, I did not realize.

4 Deputy Public Prosecutors: Did they do anything to the YMCA event?
Chionh Chun Meng Eric: As mentioned earlier, they already start to have their speeches and the point is that when the guest of honor arrive that is when they actually led a march.

Han Hui Hui: Are you aware that the CPF protest attracted six thousand people?
Chionh Chun Meng Eric: No.

Han Hui Hui: Do you know what the CPF protest is about?
Chionh Chun Meng Eric: No.

Han Hui Hui: You said I was with a group of people, who are they?
Chionh Chun Meng Eric: I only know one of it is Roy and for the rest I do not know.

Han Hui Hui: You said that we were laying placards but not holding placards right?
Chionh Chun Meng Eric: That was before the actual things started I could see them laying placards at the mound area.

Han Hui Hui: Out of the four of us here, did you witness anyone holding placards?
Chionh Chun Meng Eric: Yes, Ivan.

Chionh Chun Meng Eric: No.

Han Hui Hui: Did you witness any of us beating the drum?
Chionh Chun Meng Eric: No.

Han Hui Hui: Did you hear any chanting of slogans?
Chionh Chun Meng Eric: Yes, one of it is return my cpf, second one in mandarin, third one PAP murderer.

Han Hui Hui: Did you witness all four of us chanting?
Chionh Chun Meng Eric: I only hear.

Han Hui Hui: Did you at any time tried to stop the protest or marching?
Chionh Chun Meng Eric: No.

Han Hui Hui: Did you during the chanting of slogans tried to stop the protesters?
Chionh Chun Meng Eric: No.

Han Hui Hui: Am I correct to say there was no reaction to the YMCA on what the four of us did on 27 Sep?
Chionh Chun Meng Eric: I got no comment on that.

Han Hui Hui: Did any of the participants from the YMCA event approach you?
Chionh Chun Meng Eric: No.

Han Hui Hui: Did you approach any of the YMCA people?
Chionh Chun Meng Eric: No.

Han Hui Hui: Did you witness any criminal act on 27 Sep?
Chionh Chun Meng Eric: I got no comment on that.

Han Hui Hui: Have you attended any event at Hong Lim Park before this?
Chionh Chun Meng Eric: Yes.

Han Hui Hui: Would you agree that shouting, chanting and blowing of whistles etc are usual during a Hong Lim Park event?
Chionh Chun Meng Eric: I got no comment on this.

Han Hui Hui: Did you witness any of the public having any fit on 27 Sep?
Chionh Chun Meng Eric: I got no comment on this also.

Han Hui Hui: Did any of the parents from YMCA told you to stop the CPF event?
Chionh Chun Meng Eric: No.

Han Hui Hui: Is speakers’ corner the unrestricted area for protest in Singapore?
Chionh Chun Meng Eric: My understanding is that Hong Lim Park is under exemption.

Han Hui Hui: Is shouting loudly, chanting of slogans and holding of placards allowed at a protest?
Chionh Chun Meng Eric: I got no comment on this.

Han Hui Hui: Have you attended any demonstration before 27 Sep?
Chionh Chun Meng Eric: Yes.

Han Hui Hui: Did you witness them shouting loudly, chanting slogans and holding placards?
Chionh Chun Meng Eric: It’s different.

Han Hui Hui: The situation got intense when the guest of honor PAP MP Teo Ser Luck arrive right?
Chionh Chun Meng Eric: Yes.

Han Hui Hui: Did you see any of the people on 27 Sep being distressed or seeking help?
Chionh Chun Meng Eric: No.

Han Hui Hui: Is there any permit required to hold a march at Hong Lim Park?
Chionh Chun Meng Eric: As I mentioned earlier, it is under exemption.

Han Hui Hui: Is there any permit required to hold a protest at Hong Lim Park?
Chionh Chun Meng Eric: You will have to apply with nparks.

Han Hui Hui: Is there any requirement to apply for a permit to protest at Hong Lim Park with the police?
Judge: There is no permit required.

Han Hui Hui: Is there any permit from the police required to organize a demonstration at the speakers’ corner?
Chionh Chun Meng Eric: *after 10 seconds of silence* can you rephrase it?

Han Hui Hui: Do we require a police permit to organize a demonstration at the speakers’ corner?

Judge: Do you apply for a police permit to organize a demonstration at the speakers’ corner?
Chionh Chun Meng Eric: My understanding is that as long as you’re within the boundary of Hong Lim Park itself there is no requirement.

Han Hui Hui: Is the speakers’ corner considered an unrestricted area for the chanting of slogans, holding of placards and shouting during a protest?
Chionh Chun Meng Eric: If the event organizer did apply for permit with nparks they can hold procession as long as it is within the boundary of Hong Lim Park, that’s all.

Han Hui Hui: Is the speakers’ corner an unrestricted area under the public order act?
Judge: What do you mean?

Han Hui Hui: Because under the public order act, it states that Hong Lim Park is an unrestricted area?
Judge: If it states there then it’s stated there.

Janet: How come Mr Chia knows that you’re a police?
Chionh Chun Meng Eric: I was tasked by my police division to be there because of two ongoing events.

Janet: Mr Chia and you, your big group come together to see Hui Hui, how did you all contact to have two group of people approach Hui Hui?
Chionh Chun Meng Eric: When I arrive at Hong Lim Park on that day or should I say at Kreta Ayer Neighbourhood Police Post I get to know nparks representatives will be coming.

Janet: So how did you plan and meet up with nparks to go together to meet Hui Hui?
Chionh Chun Meng Eric: We met at Kreta Ayer NPP.

Janet: So can I say nparks go to Kreta Ayer NPP to meet you?
Judge: They met at Kreta Ayer NPP but there is no pre-arranged meeting.

Janet: So it must be Mr Chia who has gone to Kreta Ayer NPP to meet you right?
Chionh Chun Meng Eric: I was around the vicinity.

Janet: So he went there to meet you is it?
Chionh Chun Meng Eric: More specific, he met up with the police.

Janet: Police, not you?
Chionh Chun Meng Eric: Mr Chia did not deliberately meet up with me but the police.

Janet: Police is you right?
Chionh Chun Meng Eric: He did not meet up with me he meet up with the police because I’m the police officer.

Janet: What time did police and nparks meet up?
Chionh Chun Meng Eric: Around 2 plus.

Janet: Was there any police report made on the 27 of Sep?
Chionh Chun Meng Eric: No.

Janet: When you noticed that it was quite rowdy, why did you not stop the event?
Judge: There is no need to stop the event because there is no danger or safety danger.

Janet: You said you were worried about safety but since you did not stop the event, can I conclude there is no safety issue and there is no violence?
Chionh Chun Meng Eric: It is just rowdy on members of public, the ministers and participants.
